The Comptroller is responsible for analyzing and overseeing the Town of Fishkill’s accounting and budgeting functions, including a variety of routine and complex transactions, analytical, administrative, financial and technical records and to assist in preparing, reviewing and maintaining the Town’s Operating and Capital Budgets (All Funds). This position performs professional accounting and auditing services enforcing internal accounting controls and compliance with internal and external reporting requirements. The Comptroller is required to exercise considerable independent judgment in administering and managing the efficiency and effectiveness of all areas under his/her direction and control. The incumbent works under the administrative supervision of the Town Supervisor and reports to the Town Board.
TYPICAL WORK ACTIVITIES:
- Prepares and executes the annual Town Budget;
- Maintains records of appropriations, encumbrances, and expenditures, and prescribes approved methods of accounting for all units of local government;
- Certifies the availability of funds for all requisitions, contracts, purchase orders and other documents for which the municipality incurs financial obligations;
- Prescribes the form of receipts, vouchers, bills and claims otherwise prescribed by the State Comptroller;
- Supervises/manages the Finance Department staff; including training and staff development;
- Performs audits and certifies for payment all lawful claims or charges;
- Performs audits of financial records and accounts of all units of the government;
- Timely submits reports to the governing body;
- Plans short and long-term financing of capital projects; consults with financial advisor and bond counsel;
- Oversees bi-weekly payroll for union and non-union staff including Town Police Department using Paycom.
- Ensures compliance with federal, state and local tax filings;
- Has all the powers and performs all the duties conferred or imposed by law;
- Directs the annual year-end financial system closeout process ensuring all general ledger reconcilement, accruals, and various year-end adjustments and entries are accurate and complete; oversees the annual external audit.
- Prepares various financial reports or financial analysis as requested.
- Ensures timely payment of all debt/bond obligations.
- Assists with training on budget preparation and financial compliance; makes recommendations to resolve issues and improve procedures, processes and accountability related to financial matters throughout the Town’s departments.
- Performs other duties as assigned.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Good knowledge of financing, major economic objectives and policies; good knowledge of budget preparation and financial forecasts; knowledge of the law as it pertains to towns in the State of New York; knowledge of internal auditing and process re-engineering; knowledge of insurance coverage and protection against property losses and potential liabilities; strong interpersonal skills and comfortable with interacting with all levels of Town management; and ability to supervise a staff of administrative, accounting and clerical employees.
MINIMUM REQUIREMENTS:
At least 5-10 years of accounting or auditing experience including governmental accounting experience. Bachelor degree in accounting or business administration/related field or equivalent work experience. Excellent management and supervisory skills. Excellent written and verbal skills and ability to multitask. Experience processing payroll. Experience using Paycom, Tyler Technologies(MUNIS)-Enterprise ERP and Sensus Analytics a plus.
SALARY RANGE: $100,000 - $120,000 per year depending on experience

What is an Operational Technology Cybersecurity Analyst?
The Operational Technology cybersecurity team provides technical and application support for internal cyber security solutions including systems used to identify and monitor potential cyber security threats. OT Cybersecurity Analysts support all facets of Central Hudson’s Critical Infrastructure Protection Program including the assessment of existing systems and potential vulnerabilities as well as the configuration of tools used to manage potential vulnerabilities. OT Cybersecurity Analysts work closely with internal groups as well as vendors to ensure the availability of resources and protection of information. Responsibilities may change as the needs of the department evolve.
What does an Operational Technology Cybersecurity Analyst do?
Responsibilities include but are not limited to:
- Configuration, testing, analysis, and support for all cybersecurity resources utilized to protect data and information and all assessments and testing of existing security controls
- Performs tasks and procedures to support NERC/CIP program
- Supports identity and access management and vulnerability management systems
- Performs vulnerability scans, creating remediation action plans and driving those plans to completion
- Active vulnerability assessments, security assessments and system patching
- Develops and executes cybersecurity awareness campaigns and cybersecurity risk assessments
- Conducts annual penetration testing and incident response tabletop exercises
- In the event of an actual cyber security incident, supports the response including investigation, documentation, and remediation

What does it take to be an Operational Technology Cybersecurity Analyst?
Required:
- Bachelor’s degree in Computer Science, Management Information Systems, Information Technology, Cybersecurity, or a STEM field. In lieu of a bachelor’s degree, an associate’s degree (in the aforementioned fields) and at least 3 years of relevant experience or a high school diploma or equivalency and at least 5 years of relevant experience will be considered
- Excellent verbal and written communication skills including the demonstrated ability to write clear and concise technical documentation and policy
- Strong interpersonal skills and the ability to work with internal customers in an interactive team environment
- Strong organizational, analytic, troubleshooting, problem solving, and decision-making skills
- Working knowledge of Windows and Linux Operating Systems

What is a Counsel – Litigation & Claims?
This Counsel – Litigation & Claims position is responsible for providing legal guidance on all claims and legal matters directly and indirectly affecting Central Hudson Gas & Electric Corporation. The position requires independent, sound business judgment and frequent contact with litigants, claimants, judges, mediators, various business departments within Central Hudson, outside counsel and external parties (including customers).
The Counsel – Litigation & Claims provides insightful, high quality, and timely legal advice and counsel in support of the business operations and policy objectives of the Company. The position requires excellent communication skills and the ability to develop relationships and work cooperatively with outside counsel, other NYS utilities and third parties on a broad scope of legal issues, proceedings, matters and litigations. While the position is based in Poughkeepsie, NY frequent travel to any courts, EBTs, mediation or site visits in the Company’s mid-Hudson Valley service territory is required.
What does a Counsel – Litigation & Claims do?
- Works with and is tasked with assignments by other internal legal counsel on matters relating to litigations and claims.
- Handles, investigates, litigations and settles claims for property damage and bodily injuries resulting from the operations of the Company.
- Performs legal research, prepares motions and memos, and participates in specials projects to assist General Counsel and Outside Counsel in the defense of lawsuits and claims brought against the corporation.
- Manages the portfolio of lawsuits brought against the Company, including the assignment of defense counsel and experts as needed.
- Coordinates the flow of legal documents and information regarding the status of cases between the Claims division, General Counsel, and outside counsel.
- Advises and assists other Company personnel regarding legal and claims matters, including contract review.
- Seeks to either litigate or resolve claims and/or litigations, on a fair and reasonable basis, whenever possible and make recommendations on whether to settle lawsuits or proceed to trial.
- Coordinates with representatives of the Company’s carriers and brokers.
- Provides legal guidance to other organizations within the corporation. Such guidance may be related to bankruptcy issues, leases, contracts, rights of way, condemnations, releases, and indemnification issues.
- Monitors legal developments, in general, to formulate views on legal issues that may affect the corporation and assess the potential impacts or risk to the Company.
- Advises management on appropriate legal and ethical action deemed necessary to protect the Company’s interests.
- Consults with the Company’s executive leadership team and General Counsel on minor legal issues that may have economic, political or media implications for the Company.
- Supervises the activities of the Claims Adjusters in furtherance of the above activities
- Participates in other activities as assigned and maintain or improve skills by utilizing available professional development resources.

What does it take to be a Counsel – Litigation & Claims?
Required:
- J.D. degree from an accredited law school, license to practice law in New York State, and 3+ years’ experience practicing law in the area of litigations in New York State.

- Experience analyzing complex matters and reducing them to manageable projects and communications.
- Demonstrated effective verbal communication and research and writing skills, including experience drafting legal documents.
- Ability to work as a part of a collaborative team with other utilities, outside counsel and the Company’s business units.

- Ability to comprehend and analyze technical issues associated with claims and legal requirements.

BASIC FUNCTIONS AND RESPONSIBILITIES:
